Pets, Tenant Fees & Professional Cleaning: What's Enforceable?

I have used your Pet Agreements in the past and see that they state the property must be professionally fumigated at the end of the tenancy. My landlord is insisting the carpets are also professionally cleaned. Can she no longer do that?
