Private rents grew 4.0 percent to £1,368 in the 12 months to December 2025, says the latest official data.
The annual growth rate is down from 4.4 percent in the 12 months to November and the lowest annual rent inflation rate recorded since May 2022, according to the Office for National Statistics.
Average UK rents increased to £1,424 (up 3.9 percent) in England and to £822 (up 5.7 percent) in Wales, in the year to December 2025.
In England, private rent inflation was highest in the North East (up 7.9 percent) and lowest in London (up 2.1 percent) in the year.
The £1,424 average monthly rent for England was up 3.9 percent( £54) from a year earlier. This annual rise was lower than in the 12 months to November (4.4 percent), and is the lowest annual inflation since May 2022.
Rents were highest in London (£2,268) and lowest in the North East (£762).
Average monthly rent for Wales was £822 in December 2025, up 5.7 percent (£45) from a year earlier. This annual rise was lower than in the 12 months to November 2025 (6.1 percent), and below the record-high annual rise of 9.9 percent in November 2023.

Average monthly private rents vary across local authorities in England and Wales.
The average monthly rent was highest in Kensington and Chelsea, London (£3,651), and lowest in Dumfries and Galloway, Scotland (£543).
Excluding London, the local area with the highest average monthly rent in December 2025 was Oxford (£1,913).
The average UK monthly private rent in December was highest for detached properties (£1,562) and lowest for flats and maisonettes (£1,336). Average rent was highest for properties with four or more bedrooms (£2,039) and lowest for properties with one bedroom (£1,109).
During 2023 and early 2024, Rightmove and Zoopla have reported slowing annual private rental price inflation of newly let properties since their peak in summer 2022.
The PIPR reported increasing UK annual rental price inflation from summer 2021 until early 2024, up to a record high of 9.1 percent in March 2024.
PIPR has reported slowing annual rental price inflation for the entire privately rented stock since late 2024, reflecting the trend seen in newly let properties since late 2022. In December 2025, PIPR reported 4.0 percent annual inflation, the lowest since May 2022.
ONS rent data is analysed in the Price Index of Private Rents (PIPR), which is compared to rent data collected by property portals Rightmove and Zoopla.
